While walking down the road, the party hears a muffled scream coming from an alley. If the party approaches the ally a guard/soldier steps out of the shadows and tells them to mind their own business.

If a fight breaks out, a lot of noise attracts another patrol in 5d4 rounds. If the party hangs around, the guard will try to force them to leave under threat of arrest, if they resist, he yells for aid. If the party tries to bribe the guard, unless the bribe is significant he will likely immediately try to take the offender into custody. Intimidation, coercion, and enchantment are always options though.
In the alley, three guards are raping a young woman. The two holding the girl see the party and attack.
